The Mangere Gateway Project involved a major plan change introducing an extended Airport Zone and a new Mangere Gateway Business Zone over a large area of formerly rural land north of the Auckland International Airport. Cato Bolam was responsible for drafting the plan change and leading the planning team of Council through the council hearings and appeal negotiation stages.
Plan Change 14, with an associated change to the MUL, has regional importance in supplying a much needed supply of business land in a critical location near the airport. The major issue challenge throughout the plan change process was to address the significant cultural importance of this area to local iwi. The process involved considerable consultation with local iwi in an attempt to balance the potentially competing issues of business land needs and cultural impacts of urbanisation.
How we assisted
Cato Bolam drafted a plan change that was uniquely targeted at the Mangere Gateway area. This, together with a consultative approach adopted with the key parties, enabled all interests to be accommodated within a planning framework that will guide development within this areas for many years to come.

The major part of Plan Change 14 was settled by consent orders issued by the Environment Court in March 2011.
