What the Proposed Kaipara District Plan Means for Landowners and Developers


Kaipara’s Proposed District Plan will be released on 28 April 2025. Now is the time to take action under the current rules, stay informed about what’s changing, and be ready to make a submission before consultation closes on 30 June 2025.

The Kaipara District Council is preparing to release its Proposed District Plan on 28 April 2025—a major step in shaping land use across the district for the next 10–15 years. Public submissions and hearings will run until 30 June. Final decisions will then be open to appeal through the Environment Court.

“We encourage anyone with an interest in subdividing or developing land in Kaipara to engage early,” says Kaaren Joubert, Planning Manager at Cato Bolam. “Once the new plan is notified, public feedback can begin to influence the Council’s decision-making—so it’s important to understand what’s changing and how that might affect your property or project.”

Simon Reiher, Director and land development expert at Cato Bolam, adds: “While the proposed plan appears quite enabling, we expect the final version to be more restrictive once appeals are taken into account. If you’re thinking about subdividing in the Rural Zone, now is a good time to act. The current rules may allow development that won’t be possible under the new plan. With consents valid for up to five years, securing one under the existing plan could help you achieve your goals before the rules change.”

The Current Plan Still Applies – For Now

Until the new plan is finalised and becomes operative (this process can take a year or longer), the current District Plan remains in effect. This gives landowners a window of opportunity—either to move forward with their project now or to help shape what the future rules will look like.
