Graham Cato – Founder and Director, whose legacy continues to shape Cato Bolam Consultants today.
We are deeply saddened to share the passing of Graham Cato, a founding figure of Cato Bolam Consultants and a highly respected surveyor, land development consultant, and businessman.
Building the Foundation for Cato Bolam
Graham became a registered surveyor in 1969 and soon after co-founded Sinton & Cato, with the business formally established in 1972. In 1979, he re-established the practice as Graham Cato & Associates, growing it into a respected surveying and land development consultancy. This later evolved into Cato Consultants in 1986 — forming a key part of the foundation of what is now Cato Bolam Consultants.
Through the 1980s and 1990s, Graham built a strong, values-driven business and brought through a number of young professionals who would go on to become directors and leaders within the company. His ability to recognise potential and back people was a defining part of his leadership.
Professionally, Graham was known for his integrity, sound judgement, and practical approach to land development. He built enduring relationships with clients, many spanning decades, based on trust and consistency. His work contributed to the development of communities across Waitākere, Rodney, and the wider Auckland region, leaving a lasting imprint on the built environment.

Graham’s Lasting Impact
Those who worked alongside Graham will remember him as a true gentleman. He had a quiet, steady manner, always taking the time to listen, support, and guide others. He mentored many in the early stages of their careers, challenging them to think critically while providing the support needed to grow.
Graham retired from the business in 2004, but his legacy continues through the people he influenced, the culture he helped shape, and the many projects that reflect his work. Even after his retirement, he remained highly respected within the land development community, with his judgement and experience continuing to be valued.
Even beyond his professional achievements, Graham will be remembered for the way he treated people — with respect, fairness, and genuine care. The annual golf day BBQs held at his home were legendary within the team and a much-anticipated highlight.
